On November 28th took place in Coma-Ruga, in Baix Penedés, the conference “Tools and support for local administration in the management of distributed and participative renewables”. The objective of the conference was to inform the municipalities of some of the main possible alternatives to promote energy communities and their projects in the territory.
Jorge Andrey, gave the main conference “Can a council share energy? Key legal tools for municipalities to boost local energy communities”. During his speech, he explained the different roles of the professionals involved in this type of project, detailing their respective incentive structures and calling for empathy and teamwork. He then went on to discuss the legal articulation of certain existing alternatives, which have been the subject of the guide prepared by SAMSO for the ACM – FMIT. Finally, he explained how the principle of legality of the actions of public administrations can and should be interpreted in a climate perspective.
