At SAMSO, we reaffirm our commitment to transparency and the democratic strengthening of the energy and environmental sector. For this reason, we are participating as a collaborating entity in the development of the Conama 2026 Barometer, a strategic initiative of the Conama Foundation to gauge the state of environmental governance in Spain. Its objective is to analyze the perception of the environmental professional sector on three key areas of environmental governance in Spain.

Access to information
Public participation in decision-making
Access to environmental justice.

What do we analyze in this Barometer?

The survey focuses on the three fundamental pillars of the Aarhus Convention, which are essential for a fair and effective ecological transition:

Access to information: Is current environmental management transparent and accessible?
Public participation: Do we have a real say in strategic decision-making?
Environmental justice: Are there effective mechanisms to ensure compliance with environmental rights?

A pluralistic view based on technical experience

This study seeks to gather practical knowledge from professionals with diverse profiles: from public administrations and companies to academia and social organizations. The results will not only identify challenges and opportunities for improvement in our country, but will also serve as a basis for designing the content of the next National Environment Congress (Conama), consolidating more participatory and transparent governance. Participation is completely anonymous, and the data collected will be a key tool for the design of future environmental policies.

SAMSØ and Quelea merge to create single energy transition consultancy

SAMSØ and Quelea Consultors have joined forces to form a consultancy firm specialising in the energy sector with a unique comprehensive proposal. This merger marks the beginning of a new stage in which the new SAMSØ is positioned as a benchmark consultancy in the field of energy transition thanks to its multidisciplinary approach.

The energy transition is a global challenge that requires actors capable of working in a holistic manner, taking into account both regulations and public policies and the most innovative technological solutions. With the incorporation of Quelea’s expertise and its technical office, the new SAMSØ is now able to develop adapted and efficient energy transition solutions, combining all the necessary perspectives to ensure the success of each project.

This new stage allows us to offer a global approach to accompany our clients, with legal guarantees, technical solvency and a great capacity to influence public policies to promote a fair, transformative and participatory energy transition.

Furthermore, with the incorporation of Marçal Musté and Raimon Galve from Quelea, we reinforce our commitment to the real and transformative change that the energy sector needs. Town councils as promoters of energy communities: SAMSO prepares a reference legal study for the ACM

The energy transition requires the active involvement of local administrations to promote a more sustainable, efficient and participatory energy model. Aware of this challenge, the Catalan Association of Municipalities (ACM) has commissioned SAMSO to draft an exhaustive legal study that establishes the bases for municipal participation in energy communities.

This document, now available to all town councils, offers clear and applicable legal solutions to facilitate municipal leadership in shared renewable energy initiatives, guaranteeing legal certainty and optimization of public resources.

A legal study to facilitate municipal involvement

The promotion of energy communities represents a great opportunity for town councils, but also entails legal and administrative challenges. The study prepared by SAMSO offers a detailed analysis of the regulatory framework, providing practical solutions and models of administrative specifications so that municipalities can act safely and efficiently. Among the key aspects addressed, the following stand out:

Legal figures available for municipal participation: Municipalities can get involved in energy communities as promoters, directly promoting them; as active members, being part of existing initiatives; or as facilitators, providing administrative and technical support without managing them directly.
Applicable regulatory framework and legal certainty for municipalities: The study analyzes European, state and regional regulations, including the Public Sector Contracts Law, to determine how municipalities can legally participate in energy communities, ensuring regulatory compliance and minimizing risks.
Administrative specifications models to simplify contracting: The report includes standard documents to facilitate administrative management, such as specifications for the transfer of municipal spaces, contracting of energy management services or creation of municipal companies to manage renewable energy projects.
Public-private and public-community collaboration mechanisms: Different options are presented so that city councils can establish alliances with cooperatives, companies and citizens, promoting collaborative renewable energy projects through public, mixed or cooperative management formulas.
Compatibility with municipal competencies and good practices: The study evaluates how participation in energy communities fits with local competencies in energy, urban planning and public services, highlighting good practices and success stories to help municipalities implement these initiatives with guarantees.

Presentation of the study at an ACM conference

With the aim of sharing these conclusions and providing specific tools to local governments, the ACM organized a technical conference where the study was presented and strategies for its implementation were discussed. The session allowed for the sharing of experiences and good practices in the creation of energy communities, underlining the importance of providing local entities with solid legal mechanisms to promote renewable energy projects and shared self-consumption.

Energy storage: key for a new local energy model

We had the opportunity to participate in the event New Challenges for the Energy Transition in the Local World, organized by the Metropolitan Area of Barcelona (AMB) the 25th of February, where our partner Joan Herrera presented the essential role of energy storage in the integration of renewables and the improvement of the competitiveness of the electricity system.

Distributed storage is not only a tool to improve energy efficiency, but is also a fundamental mechanism to guarantee a more flexible, digitalized and resilient network. Collaborative models and the participation of local communities in energy management are essential to move towards a more democratic and sustainable system.

Europe already knows it: Directive (EU) 2019/944 recognizes the right of consumers to store and share energy, and the recent Directive (EU) 2024/1711 reinforces this framework, expanding the concept of shared consumption and promoting new mechanisms for demand flexibility and distributed storage.

Together with municipalities, companies and sector players, we work to accelerate this transition, overcoming regulatory barriers and making the most of the potential of our territory.

Deployment of energy communities in the province of Badajoz together with the Provincial Council and its OTC

For two days, the SAMSØ team has supported the Badajoz Provincial Council and its OTC in their strategy for deploying energy communities in the province of Badajoz.

Two days of intense work, analysing files and defining the strategy to promote energy communities, with the support of the Provincial Council and from the leadership of the local world.

Self-consumption, town councils, agricultural cooperatives, and much more.

The challenge of the energy transition is enormous. But in the context of a demographic challenge, it is becoming a fantastic opportunity to make energy an extraordinary vector of local transformation.

SAMSØ takes part in the III Energy Storage and Renewable Hydrogen Summit

On February 11 and 12, Madrid hosted the III Energy Storage and Renewable Hydrogen Summit, organized by the Spanish Photovoltaic Union (UNEF). Joan Herrera, founding partner of SAMSØ, actively participated in this key event for the energy sector, alongside Soukaina L’hiba and Álvaro Barros.

During the roundtable discussion “What role does behind-the-meter storage play, and what are the key measures needed for its deployment in residential self-consumption?“, Herrera emphasized the potential of distributed storage to reduce demand peaks in the evening and nighttime, helping to ease grid congestion. He also highlighted the recent amendment to Directive 2019/944, which paves the way for stored energy to be shared off-site as self-consumption, opening up significant opportunities for collective storage models.

The summit brought together industry experts and professionals to discuss the current state of storage in Europe, solutions to boost green hydrogen projects, and the necessary steps for deploying behind-the-meter storage. Herrera stressed the need to modify the regulatory framework to accelerate distributed storage, pointing out that some changes could be implemented in the short term through adjustments to various Royal Decrees. He also underscored the importance of revising electricity tariffs and tax incentives to ensure residential storage plays a key role in the energy transition.

International Canagua and Energy Fair

On November 27th, 28th and 29th, the 14th edition of the International Canagua and Energy Fair was held, a reference fair for the renewable energy and water sector in the Canary Islands. Its objective is to turn the Canary Islands into an international benchmark in clean energy, facilitating new business opportunities, new generation models, efficiency, desalination, water reuse, investment, promotion and collaboration within the water and energy binomial. Joan Herrera gave the opening speech “Energy as a vector of change. A proposal for economic change from energy. From scarcity to abundance”. He emphasized the singular character of the island and in particular Gran Canaria, as it could be a place to host the first offshore wind farm in Spain. In the presentation, the challenge of the return to the territory, the possibility of projects that improve biodiversity, as well as the need to promote intelligent instruments, such as the energy communities, were also discussed. In the dialogue, he highlighted the extraordinary possibility of developing electromobility.

Inauguration of our office and celebration of a great start to the project

On November 22, 2024, we (officially) opened our Barcelona office, reaffirming our commitment to making a just and distributed energy transition a reality, combining equal parts idealism and pragmatism.

In a celebration where the common thread was the hope that a positive change is possible and necessary, together with the confirmation of good results, we met at Avenida del Marqués de la Argentera, located in the heart of El Born and next to the Ciutadella Park.

Although the office has been operational since April of this year, the inauguration served as a meeting place to bring together our colleagues, partners and friends to share our achievements and ongoing projects. During the event, SAMSO’s founding partners thanked everyone for their success and for working together during these first months of SAMSO’s life. For Joan Herrera, the most relevant thing is that, in a short time, SAMSO has positioned itself as a firm that accompanies in energy law, that diagnoses in public policies and as a place to propose regulatory changes that favor a more decisive, democratic and participatory energy transition, “if we are doing well, it is not only because of the work, but because of the collaborative network and DALEPH, rowing all together to achieve our goals”.

We were delighted to share our enthusiasm for the future with our partner and expert Cristina Monge, our reference experts David Ribó, Manel Ferri and Laura Presicce, Daleph partners Gregori Cascante, Anna Campos, Emma Rue, Francesc Trias and Jaume Amill, as well as colleagues Helena Ribera, Eduard Savall, Rita Batalla, Pamela Oñate, Noel González, Celia Martínez, Maite García, Nuria Barrero, Isabel Palacio, and other key people.

The office opening culminated with an awards ceremony, followed by a meal featuring sustainable foods aligned with the promotion of conscious eating.

Since its incorporation on March 1, 2024, SAMSO has positioned itself as a pioneering consultancy firm, expert in energy regulation and with a multidisciplinary vocation, offering quality and high added value services, both legal and advocacy and public policy advice.

With the opening of our office, SAMSO reaffirms itself as the best alternative to participate in the opportunities presented by the change towards a 100% renewable model, in balance with the territory and its inhabitants.

Jorge Andrey explains the legal articulation of the partnership between councils and energy communities

On November 28th took place in Coma-Ruga, in Baix Penedés, the conference “Tools and support for local administration in the management of distributed and participative renewables”. The objective of the conference was to inform the municipalities of some of the main possible alternatives to promote energy communities and their projects in the territory.

Jorge Andrey, gave the main conference “Can a council share energy? Key legal tools for municipalities to boost local energy communities”. During his speech, he explained the different roles of the professionals involved in this type of project, detailing their respective incentive structures and calling for empathy and teamwork. He then went on to discuss the legal articulation of certain existing alternatives, which have been the subject of the guide prepared by SAMSO for the ACM – FMIT. Finally, he explained how the principle of legality of the actions of public administrations can and should be interpreted in a climate perspective.

Samso participates in the III Offshore Wind Congress

On Thursday 7th November, the III Offshore Wind Energy Congress took place in Cadiz. Joan Herrera was invited by the Asociación Empresarial Eólica, as organiser of the congress, to speak at the round table on development in the territories and social acceptance.

At the table, he stressed that, once RD 962/2024 has been approved, which regulates the production of electricity from renewable sources in installations located at sea, and pending the approval of the Order of the call, this will be key to building a framework for the agreement with the territory.

In this sense, socio-economic impacts are expected to be taken into account, and it is important for the sector to define a strategy, a proposal and instruments for the pact and agreement with the territory.

The aspects that the wind sector can promote are not only cheaper energy, but energy services linked to the energy transition, and an agreement on the development of energy communities in the territory that is capable of channelling the pact to local authorities, citizens and local businesses.

Article 13.2.c) of the new RD refers to the contribution to resilience. Thus, this may be related not only to aspects linked to environmental safeguards and environmental friendliness, but also to the improvement of natural areas in the environment.

The wind energy sector, and specifically in the development of offshore wind energy, has the opportunity to make these projects not only socially acceptable, but also the driving force for energy transition and environmental improvement in the territory where they are developed.
